EPAM Law Plays Key Role in Developing Amendments to Technical Regulations for Building and Structure Safety

A collaborative effort by EPAM lawyers led to significant amendments to the Federal Law Technical Regulations on Safety of Buildings and Structures (384-FZ), aiming to enhance technical standards within the construction sector.

The amendments are designed to address key industry challenges, including reducing the regulatory burden on businesses facing outdated and ambiguous technical rules (whether mandatory, voluntary or recommended). The amendments also open the possibility for developers to implement their own standards subject to successful expert review and due registration in line with the safety criteria for the proposed buildings and structures.

The team working on the draft law included lawyers from the Administrative Law Practice, led by Partner Dmitry Stepanov and Senior Associate Victoria Evtushenko, alongside Real Estate and Construction Practice lawyers under the guidance of Counsel Ekaterina Verle. The team also included Counsel Pavel Sukholinskiy, Counsel Ilya Novoselov, Senior Associate Victoria Malashenkova, Associate Anastasia Karepova, and Junior Associate Elizaveta Kotova.
