Victoria Evtushenko is an expert in taxation and administrative law.

Prior to joining the Firm, Victoria spent eight years in the Federal Tax Service working in various positions. Previously, she worked at a major Russian law firm and at the research centre of the Tax Police Academy of the Russian Federal Tax Service.

Victoria has participated in drafting legislative initiatives and amendments to regulations in transfer pricing and pre-trial tax dispute resolution. Victoria has also participated in the development of proposals for regulating the legal regime of personal funds, issues of redomiciliation of international companies, legislative changes regarding legal incentives for industries with a low carbon footprint, the regulation of relations arising in consular services, drafting bills aimed at reducing sanctions pressure, and preparing laws and regulations governing the establishment and operation of federal executive authorities.

Victoria has represented the Chamber of Tax Advisers in the European Fiscal Confederation (CFE) for several years, being a permanent member of the CFE professional committee. She has also interacted with the Asia Ocean Tax Consultants Association (AOTCA).

Victoria has over 10 years of experience in teaching financial and legal courses in higher education institutions. Currently, she is an Associate Professor at the Public Law Department of the Moscow State Institute of International Relations (MGIMO) of the Ministry of Foreign Affairs of the Russian Federation. Victoria teaches the courses “Russian Tax Law” and “Legal Regulation of Tax Control”.

She is the author of a monograph and several articles in specialised publications on tax law.

Victoria graduated from the Law Department of the Tax Police Academy of the Russian Federal Tax Service in 2002, and in 2006, she completed her post-graduate studies at the Russian State Tax Academy of the Russian Ministry of Finance where she defended her PhD thesis.

Victoria is a tax consultant and a member of the Russian Chamber of Tax Consultants.
