Andrey Porfiriev, PhD, specialises in government property management and resolution of state-related disputes.
Andrey has over ten years’ experience in liaising with state authorities at all levels and state corporations, as well as extensive experience of legislative work and of handling litigation involving state authorities. His practice spans execution of joint projects with the state and the defence of interests of clients in the manufacturing, telecommunications, education, science, aviation and pharmaceutical sectors.
Before joining the firm in 2008, Andrey held various posts at the Federal Industry Agency and the Russian Ammunition Agency. From 2005 to 2008, he headed the litigation section of the Federal Industry Agency, overseeing bankruptcy proceedings of strategic enterprises and organisations, protection against corporate raiding of state-owned enterprises and legislative work affecting various branches of the economy.
Andrey is Co-Chairman of the Business against Corruption public centre (under the auspices of the Delovaya Rossiya chamber) and takes part in the Interagency Workgroup of the Government Commission for preventing bankruptcy of Russian strategic and defence enterprises. For several years, he has been involved in many work groups on the development of legislation. Andrey acts as a member of the Committee for Pension and Social Insurance Systems Development at the Russian Union of Industrialists & Entrepreneurs. He tightly cooperates with NGOs, foundations, and self-regulatory organizations of insolvency officers.
Andrey is accredited with the Ministry of Justice of Russia as an independent expert for conducting expert anti-corruption reviews of legislative acts. He is a member of the arbitral tribunal at the Rostec State Corporation.
He acted as an expert for Council of Europe on “Protection of the Rights of Entrepreneurs in the Russian Federation from Corrupt Practices” project.
Andrey has received commendations for drafting the Law on the Presidential Commissioner for Entrepreneurs' Rights from both the Commissioner, Boris Titov and the Minister for Economic Development (Aide to the President since June 2013), Andrey Belousov.
In 2003, Andrey graduated cum laude from the Law Faculty of Moscow Teachers’ Training University and in 2006 completed post-graduate studies at the same institution. He is a member of the Moscow Bar Association.
In 2016, at the Business against Corruption Center of Public Procedures Public Council meeting, Russian Presidential Commissioner for Entrepreneurs’ Rights Boris Titov awarded the Firm a diploma for Andrey’s active pro bono efforts to protect entrepreneurs’ rights.
Andrey has been named Lawyer of the Year for Aviation by Best Lawyers.
