EPAM announces enactment of Federal Law “On Commissioners for Entrepreneurs’ Rights” by the President of the Russian Federation

Attorneys of the Firm’s Legislation and Public Policy practice, officially registered last year, announces the successful completion of an extremely important project: a new public and legal institution, the Institution of Commissioners for Entrepreneurs’ Rights has been officially established in the Russian Federation. Federal Law 78-FZ “On Commissioners for Entrepreneurs’ Rights in the Russian Federation” was signed by the President of the Russian Federation on May 7, 2013.

The practice team, in cooperation with the Presidential Commissioner for Entrepreneurs’ Rights, had been working on the draft law for more than six months defending its key provisions and supporting it at all legislative stages, starting from the draft concept development to its final adoption.

The practice head, Partner Andrey Porfiriev, notes a particular value of the project: “The law is unparalleled in the recent years’ practice. The law stipulating the creation of a new state authority was much discussed at all levels and the very fact that it has been adopted suggests the unprecedented nature of the work that was carried out. When working for the project the Firm’s team worked closely with the Russian Presidential Administration, the State Duma and the Federation Council committees, including how dozens of amendments were treated. The creation of a new public and legal institution, as well as the Firm’s long-term experience and reputation as relates to the legal support of the state’s interests and the entrepreneurial community, confirms once again that the Firm’s team has a unique expertise regarding the handling of most complicated issues as relates to draft laws development and legal support.
