EPAM Announces New Partner and Counsel Promotions

EPAM is pleased to announce its new promotions: Vladimir Talanov, International Arbitration and Litigation Practice in Moscow, and Evgeny Gurchenko, Litigation Practice in St. Petersburg, have been promoted to Partners at the Firm. Victoria Evtushenko, Tax Practice at the Moscow office, has been promoted to Counsel.

Vladimir Talanov, LL.M., specialises in complex cross-border proceedings and represents clients in international arbitration and litigation. He is a renowned expert in international trade law, counselling clients on structuring international investment projects and advising on the measures meant to reduce customs duties, obtain various state support measures and navigate dealings with the World Trade Organisation and the EAEU.

Vladimir represents Russian companies in legislative efforts and has contributed to developing several federal laws, including the Federal Law “On Industrial Policy in the Russian Federation”, the Federal Law “On Protection and Promotion of Investment in the Russian Federation”, and amendments to the Russian Budget and Tax Codes.

Vladimir has been ranked by Pravo.ru-300 in Russia and internationally by Best Lawyers.

He is a contributing professor at the National Research University Higher School of Economics and St. Petersburg State University.

He is admitted to the St. Petersburg Bar.

Evgeny Gurchenko has over 10 years of experience in representing international and Russian companies in litigation related to construction and real estate, corporate governance, restructuring and bankruptcy, as well as banking and finance. He is involved in complex proceedings in international commercial arbitration and foreign courts and advises on corporate asset restructuring. Additionally, he has extensive experience in providing services to private clients, including settling family and inheritance disputes.

Evgeny participated in drafting of amendments to several laws, including to the Law “On Insolvency (Bankruptcy)” and the Law “On Insolvency (Bankruptcy) of Credit Institutions”, to the Law “On Protection of Competition” within the FAS of Russia on unfair competition chapter. He also contributed to amendments to the Russian Civil Code related to amending of the trademark law. He also contributed to the improvement of arbitration laws on a number of task forces.

Russian rankings Pravo.ru-300 and PRObankruptcy have recommended Evgeny for arbitration proceedings and bankruptcy. Internationally, he has been recommended by Best Lawyers, The Legal 500 and Chambers Europe.

He is admitted to the Moscow Bar.

Victoria Evtushenko, PhD in Law, specializes in tax, administrative law and law-making. She has been involved in drafting legislative initiatives and amending laws and regulations governing transfer pricing and pre-trial settlement of tax disputes. Victoria also contributed to developing proposals for regulating the legal regime of personal funds and the redomiciliation of international companies. Additionally, she worked on amending laws to provide legal incentives for low carbon footprint businesses, regulating consular services and drafting regulations governing creation and the operation of federal executive authorities.

She is an Associate Professor of Public Law at the Moscow State Institute of International Relations (MGIMO) under the Ministry of Foreign Affairs of the Russian Federation and a member of the Chamber of Tax Consultants of Russia.
