The Top Legal international reports form second CIS-EU Legal Forum

Delegates discuss regulation of foreign investment in the ex-Soviet Union. Liberalizing Ukraine preses ahead against cartels. Russia remains protectionist.

The Russian regulatory model has always proved troublesome to negotiate. Despite the updating of rules on foreign ownership, recent changes have brought mixed results, according to delegates at this year’s EuroLawyer 2009 conference.

Elena Sokolova, a senior associate from EPAM, said: “Foreign investors still have to go through many hoops following the 2008 law. There have so far been 45 applications under the foreign ownership scheme, only five of which have been considered.”
