Denis has extensive experience working on the most sophisticated antitrust regulatory matters. He advises and represents clients before FAS Russia in the course of investigations on anticompetitive agreements and concerted actions, abuse of dominance, unfair competition, as well as in obtaining regulatory approvals on transactions, trade policies and agreements. He acts for clients challenging the decisions of FAS Russia before courts.

His experience include:

  • Successfully defending Yandex, Russia’s largest IT companies, in a dispute on pre-installed apps vs Google at the Court of Appeal. Matter value: RUB 438m. With the settlement agreement the parties succeeded in finding an acceptable arrangement for managing the consequences of violations of antimonopoly law previously identified by the FAS, and ensuring competition on mobile app market – for mobile search apps in particular.
  • Successfully representing the interests of Mondi Syktyvkar, a subsidiary company of international group Mondi Uncoated Fine Paper and Russia’s largest producer of offset paper, before FAS Russia. The client has been abused its dominant market position by setting monopoly prices for offset paper. As a result, FAS ceased its proceedings against Mondi Syktyvkar due to the absence of a violation of competition law.
  • Developing of the first compliance system for state-owned company Russian Highways (Avtodor), a global infrastructure investment holding company that develops and operates major roads, motorways and roadside infrastructure.
  • Successfully defending the interests of the Cherkizovsky Meat Processing Plant in a dispute with its competitor Miratorg.
  • Successfully defending the interests of Tele2 in precedent-setting case against Moscow Metro, regarding unfair tariffs for placing telecommunications equipment in the metro.
  • Developing of an antitrust compliance programme for M.Video, the leading Russian retail chain selling consumer electronics and appliances. The company has become the first consumer electronics retailer to launch an antitrust compliance programme.

Prior to joining the Firm Denis spent 7 years working as Deputy Head of the Legal Department of FAS Russia where he managed the legal expertise and regulatory work departments.

Denis Gavrilov was involved in the development of the "Fourth antimonopoly package", being a co-author of the new Unfair Competition Section and the concept of the use of Russian antimonopoly legislation applicable in the field of intellectual property as well as key administrative regulations of FAS Russia. He has become one of the key originators of the Customs Unions’ and the Common Economic Space’s Model Competition Law, of the main legislation of the Eurasian Economic Commission’s on the application of the Treaty on Common Principles and Rules of Competition, as well as of the antitrust regulation section of the Eurasian Economic Union Treaty. 

Denis is a leading expert on antitrust regulation in the Eurasian Economic Union, including the sphere of competence of the Eurasian Economic Commission (EEC). He was one of the principal authors of a Model Law on Competition, of key legislative acts of the Eurasian Economic Commission on the application of the Agreement on Common Principles and Rules of Competition, and also of the section of the Treaty on the Eurasian Economic Union on antitrust regulation.

Denis is a member of the FAS Russia Centre for Education and Methodics and of other FAS Russia Expert Councils, and has been given a Letter of Commendation and an acknowledgement from the head of FAS Russia. He holds the title of Counsellor of State of the Russian Federation, 3rd class. 

Denis is a member of the General Council of the Competition Experts Association, the Commission on Competition Law under the Association of Russian Lawyers, the International Chamber of Commerce (ICC) Competition Commission, the Cartel Working Group of the International Competition Network (ICN) and the Research Advisory Board with the Court for Intellectual Property Rights.

Denis is actively involved in research and teaching regarding antitrust regulation; he holds the position of Deputy Head of the Department of Competition Law at Kutafin Moscow State Law University (MSAL).

He is recommended for Antitrust Law by Best Lawyers 2018.

Denis graduated from the Faculty of Law and completed his postgraduate studies at the Lomonosov Moscow State University (MSU), receiving his PhD in Laws degree. He is fluent in English.

He is a member of the Moscow Bar Association.
